Seine-Nord Europe Canal: the French State authorises work to start between Passel and Aubencheul-au-Bac

This is an important new stage in the construction of the Seine-Scheldt European inland waterway network: the environmental authorisation decree for sectors 2 to 6 of the Seine-Nord Europe Canal, between Passel (Oise) and Aubencheul-au-Bac (Nord), was signed by representatives of the French State on 9 August 2024. It follows 20 months of appraisal by government departments, numerous consultations (with the Environmental Authority, the National Council for the Protection of Nature, etc.) and a public enquiry in the first half of 2024, which resulted in a favourable opinion from the enquiry commission.

This environmental authorisation, issued by the French State, allows work to begin on the 89-kilometre stretch between Passel and Aubencheul-au-Bac, and commits Société du Canal Seine-Nord Europe (SCSNE) to meeting strict, restrictive requirements (impact avoidance and reduction, compensatory measures, etc.) to ensure that the worksite respects the environment. This will make it possible to launch the works contracts to select the contractors, to continue the environmental development work and to start the preliminary work to clear the right of way. The first works will then be able to get under way: quays to facilitate river logistics on the site, road diversions, preparatory work on the locks.

At the same time, construction work on the Canal in sector 1 (between Compiègne and Passel, in the Vallée de l’Oise), authorised from April 2021, is continuing, with the construction of quays and the first bridges, the impounding of the new bed for a section of the river Oise and the start of work this autumn on the Montmacq-Cambronne-lès-Ribécourt lock.

Once in service, the Seine-Nord Europe Canal, the future new link in the Seine-Scheldt inland waterway network supported by the European Union, will contribute to the decarbonisation of transport thanks to the modal shift towards river transport, to reindustrialisation and to the economic and social development of the regions served.
